Senate Appropriations Bill Misses Opportunity to Fund Workforce Pilot Program

The Senate’s FY 2024 Labor, Health and Human Services and State and Foreign Operations appropriations bills largely flat fund ID programs at FY 2023 levels and provide a few modest increases. IDSA is disappointed that the bill did not provide resources for the Bio-Preparedness Workforce Pilot Program, a bipartisan effort to close growing ID workforce gaps that endanger patient care, public health and preparedness activities. Additional details on the appropriations bills are below. It is unclear how or when the House, Senate and Administration will negotiate a final funding agreement for FY 2024. At least one continuing resolution will likely be necessary to keep the federal government open.

IDSA continues to urge Congress to provide sufficient funding in FY 2024 for ID programs.

Labor, Health and Human Services Appropriations Bill

$197 million for CDC’s Antibiotic Resistance Solutions Initiative, level with FY 2023
$6.652 billion for the National Institute of Allergy and Infectious Diseases at the National Institutes of Health, level with FY 2023, including $565 million for antibiotic resistance research at NIAID, level with FY 2023
$970 million for the Biomedical Advanced Research and Development Authority, a $20 million increase over FY 2023
$692.843 million, level with FY 2023, for the Center for Global Health, and $293.2 million for global health security, level with FY 2023
$24 million in funding for the National Healthcare Safety Network at CDC, level with FY 2023
$40 million in funding for the Advanced Molecular Detection initiative at CDC, level with FY 2023
$24 million for infectious diseases and opioid activities at CDC, $1 million increase over FY 2023
$95.162 million for NIH’s Fogarty International Center, level with FY 2023
$681.9 million for the CDC’s Immunizations Program, level with FY 2023

State and Foreign Operations Appropriations Bill

$900 million for global health security focused on pandemic prevention, detection and response, level with the FY 2023 enacted level
$1.65 billion for the Global Fund to Fight AIDS, Tuberculosis and Malaria – while this represents a cut over the FY 2023 enacted level, this contribution is a result of the statutory cap on U.S. contributions related to other donor funds. The Appropriations Committee has indicated it intends to meet the full $6 billion U.S. pledge over a three-year period and urges other donors to make their matching pledges.

$394.5 million for the USAID global TB program, level with FY 2023 enacted level
